Chelsea, Aston Villa, and Everton Under Premier League Review as PSR Deadline Looms

The Premier League is keeping a close watch on the recent transfer deals involving Chelsea, Aston Villa, and Everton to make sure they comply with the league’s ‘good faith’ regulations.

Over the past week, these three clubs have been busy with transfers and negotiations among each other. With the Premier League’s 2023-24 profit and sustainability rules (PSR) deadline coming up on June 30, all three clubs are confident they are following the rules.

Although there’s no indication that any club has broken the rules, Premier League officials are monitoring the situation closely. They are particularly looking out for any inflated transfer fees that could help a club meet the PSR requirements, which could be seen as violating Rule B15, the ‘good faith’ regulation.

Chelsea is close to securing an £19 million deal for Aston Villa’s 18-year-old forward Omari Kellyman. At the same time, Chelsea’s left-back Ian Maatsen is set to join Villa in a £37.5 million move. Villa has also signed 21-year-old Everton academy product Lewis Dobbin, while Everton has taken Villa’s Tim Iroegbunam in a deal worth £9 million.

Everton had offered their striker Dominic Calvert-Lewin to Newcastle and were interested in Newcastle’s 19-year-old winger Yankuba Minteh, but it seems these deals won’t go through.

Clubs are well aware of the rules about avoiding inflated fees to balance their PSR figures. However, Chelsea and Villa are not worried about the figures involved in the deals for Kellyman and Maatsen.

Ian Maatsen, who helped Borussia Dortmund reach the Champions League Final last season while on loan, was almost signed permanently by Dortmund for £35 million, but they couldn’t come up with the money. Omari Kellyman, who joined Villa from Derby in 2022, is seen as one of their most promising young talents.

Under the PSR rules, clubs are allowed to lose a maximum of £105 million over three seasons, though some losses can be excluded from this limit.
